Abstract

In the discussion thus far, "intervention" as a category has appeared as one kind of action (not activity) by one actor (usually a state) against another actor (another state). Even though a number of different examples of intervention have been considered, these have remained state versus state actions as examples of a single, undifferentiated genre. Intervention is presumed to be an empirical act over which we may conduct a discourse on ethical themes.
